On 15 October 2015, the European Council took place in Brussels. The Council welcomed the joint Action Plan with Turkey as part of a comprehensive cooperation agenda based on shared responsibility, mutual commitments and delivery. Successful implementation will contribute to accelerating the fulfilment of the visa liberalisation roadmap towards all participating Member States and the full implementation of the readmission agreement. EU leaders agreed to strengthen the protection of the EU’s external borders making full use of the existing Frontex mandate and press ahead with the establishment of further hotspots. The European Council also discussed political and military developments in Syria and Libya. The Council was informed about the process ahead concerning the UK plans for an (in/out) referendum and agreed to revert to the matter in December 2015.
