HASSAN LAUNCHES STRATEGIC FRAMEWORK FOR DEVELOPMENT OF MUNICIPAL POLICE WORK

Minister of Interior and Municipalities, Raya Hassan, on Wednesday launched a strategic framework for the development of municipal police work in Lebanon, in partnership with the United Nations Development Program in Lebanon and the Internal Security Forces Directorate General, funded by the Governments of Canada and the Netherlands.

In her delivered word, Canadian Ambassador to Lebanon, Emmanuelle Lamoureux, deemed the new strategy framework “extremely vital”.

“For the first time, municipalities can enjoy a regulatory framework to better manage, regulate, and improve the capacity of police services,” the Canadian diplomat said.

Expressing her country’s pride supporting this project, Lamoureux added, “This step is part of the Canadian strategy in the Middle East, which aims to support countries such as Lebanon, which suffer the most from the ongoing crises in Syria and Iraq.”

She finally applauded the female presence among the municipal police members, deeming female participation extremely substantial for the municipal police to be more efficient.

In turn, Fida Hamad, delivered a word on the behalf of the Netherlands Ambassador to Lebanon. “The municipal police strengthens cooperation between several sides to better respond to an array of identified needs at the local level,” Hamad said.

The acting representative of the United Nations Development Program (UNDP), Celine Muiru, lauded all the efforts in support of the municipal police development program. She also delivered a presentation detailing the plan and vision to achieve this goal.

In turn, Minister Hassan affirmed the role of Lebanon’s municipal police protecting and serving citizens, as well as helping their voice reach state institutions.

“This is its message, and this its goal. As for its method, it’s based on building trust with citizens. In the same vein, efforts have been focused on the development of municipal police work for years now,” Hassan explained.

“What we are meeting to celebrate today is the launch of a strategic framework for the development of Lebanon’s municipal police, which will culminate in bolstering a culture of community security in Lebanon,” she added.

Minister Hassan also made clear that “this new vision of municipal police is an extension and institutionalization of its spontaneous role, yet builds on this role (…) this allows for the empowerment of the municipal police and helps it better serve the society and respond to the needs of its members, especially those of the most vulnerable.”
