Post distribution and outcome monitoring for Winter Cash Assistance for Syrian Refugees (2021-2022) – May 2022

Introduction

This report presents the Post Distribution Monitoring (PDM) results for the winter cash assistance programs targeting Syrian refugees in Lebanon.

During the 2021-2022 winter season, UNHCR assisted nearly 270,000 Syrian refugee families. UNHCR aimed to support vulnerable families with increased stress due to extreme weather conditions, coupled with already limited resources. In the winter season of 2021/2022, families in Lebanon faced not only challenges of the winter season but also additional challenges due to the deteriorating national economy. Inflation and increased prices made it difficult for families to meet most of their basic needs.

UNHCR provided assistance to refugees through an unconditional, unrestricted cash transfer as part of the winter cash assistance program (WinCAP). This program intends to respond to the refugees’ increased expenditure during the winter months linked to additional needs and to the decrease in the availability of income-generating activities, which are usually more accessible in warmer months.

Starting October 2021 and through the season, UNHCR provided cash assistance ranging from 2.790,000 LBP for families receiving monthly multipurpose cash and food assistance (MCAP + CFF/MPC assisted) and 4,650,000 LBP for families not receiving regular assistance (non-assisted families) provided in 2 to 3 installments. Table 1 shows the different assistance packages provided to 3 priority groups and the number of installments.

The cash transfer was redeemable through an ATM card from ATMs and/or through direct payment in shops equipped with POS across the country in the local currency.
