Aboul Gheit: The great people who have overcome difficulties and tribulations are able to come out stronger and more confident
NNA – The Secretary-General of the Arab League , Mr. Ahmed Aboul Gheit, affirmed that “there is a great and deep feeling of Arab solidarity with the proud and strong Lebanon. The Arab league is ready with what is available.”

He stressed “the Arab League’s willingness to share Arab resources in anything related to the investigation of the tragedy and how to ensure that the investigation is transparent and positive in favor of the truth. This is the mission of the Arab League in these difficult moments.”
The Secretary-General’s remarks came in the wake of the talks held with the President of the Republic, General Michel Aoun, in the presence of the Minister of Foreign Affairs and Expatriates, Charbel Wehbe, and Ambassador Husam Zaki.

t the start of the meeting, the Secretary General conveyed his condolences to President Aoun for what he described as “the unprecedented tragedy that struck the brotherly Lebanese people,” placing all the capabilities of the Arab League at Lebanon’s disposal to overcome this difficult ordeal.  He said, “I am confident that this great people, who overcame many difficulties and tribulations, is able to emerge from their current crisis with stronger determination and greater confidence.”

Mr. Aboul Gheit said that upon his return to Cairo, he would submit a report to the heads of Arab states and foreign ministers about the results of his observations. He would also contact the United Nations Secretary-General, Antonio Guterres, to inform him of the situation.  He also indicated that he would call the Economic and Social Council to a meeting in the next two weeks to study the situation in Lebanon and how to help.
President Aoun thanked the Secretary-General for his affection, pointing to the great magnitude of the disaster, which was added to several accumulations, including the economic crisis that Lebanon is going through, the Coronavirus epidemic and the Syrian refugee crisis.  He said that Lebanon needs assistance in all fields, and there is great hope in the brotherly Arab countries.  He also pointed out that emergency aid is divided into several types, but there is also a need to rebuild what is destroyed, whether in Beirut’s neighborhoods or in the port, and the invitation is open to all Arab countries and friendly countries to contribute to the reconstruction of Beirut.

Aboul Gheit’s statement
Following  the meeting, Aboul Gheit read the following statement to the journalists:
“I was honored to meet President Aoun upon my arrival from Cairo, and I expressed to him, to the Lebanese state and to the Lebanese people the deepest condolences and sympathy from the Arab League and the group of Arab countries. There is a great and very deep sense of Arab solidarity with the people of Lebanon. I told his Excellency: You are strong despite all the tragedy and difficulties, and  this disaster that you have been subjected to will make you  strong and  succeed in facing the situation. I explained to him the absolute support of the Arab League and our readiness to help with what is available to us. We have collective moral capabilities”

He added, “On my part, I feel a lot of satisfaction with the very rapid Arab reaction that provided Lebanon with its immediate needs. I listened to a report from His Excellency the President that there is now sufficiency in medical supplies. I expressed to him the hope that we will receive all Lebanon’s needs in order to transfer them to Arab countries., the international community and the Secretary-General of the United Nations, and I will participate in the meeting in France, at the summit level tomorrow to express support for Lebanon and to convey to the Arab countries and foreign ministers a full report on my observations. We intend to put a new item on the agenda.  The Economic and Social Council of the Arab League,  will be convened in few weeks to decided the continuous and permanent support to Lebanon. We are waiting for the needs, plans and ideas that will come to us from the Lebanese state and the Lebanese government for this proposal.

He said, “I also spoke about the Arab League’s willingness to share Arab resources in anything related to the investigation of this tragedy and how we believe that this investigation will be transparent and positive in favor of the truth. This is the mission of the Arab League in these difficult moments. We will do our duty as we see it within our capabilities, meaning that we are not in the World Bank or the International Monetary Fund, but many members of the Arab League have resources and capabilities, in addition to banks, organizations, federations and councils, and they will be assigned to each of them, each in his sector, in the matters concerned in order to provide support within the capabilities.

In response to a question about the president’s position on Arab participation in the investigation of the explosion, he said: “The president listened with great interest and I left the matter with him. I told him that we are ready, and he expressed his gratitude and readiness to consider it.”
Regarding the Arab position towards Lebanon  he said: “We in the Arab Ministerial Council have a permanent clause on Lebanon, which is studied once every six months, and deals with support for Lebanon. I refer you to reading the periodic decision issued by the League Council, which is good and indicates a vision on the Lebanese situation. We must also acknowledge that the Lebanese situation is difficult and complicated. However, the League is always ready to interact with what the Lebanese are proposing and what the Arabs consider appropriate.

He was asked why the Arab League did not call for a meeting specified for  to Lebanon. He said: “This is what we are doing, and we seek to activate many trends. We must admit that this surprising situation forces people to think and interact. These issues take some. I am confident that the Arab community, the Arab countries, as well as the international community and various countries will act according to what the Lebanese people want according to what is possible.

Regarding the possibility of a terrorist act or an Israeli raid, he said: “It is difficult for me to judge  because all possibilities are open. Yesterday, President Aoun spoke about many different possibilities, and all the possibilities are present .”

The Arab League delegation included the Secretary-General and his assistant, Mrs. Lama Qassem, Director of the Arab Mashreq Department at the League, Jamal Rushdie, Advisor to the Secretary-General’s Office, and the Ambassador of the League of Arab States to Lebanon, Ambassador Abdel-Rahman Al-Solh.

From the  Lebanese side, in addition to Minister Wahbi, the advisor of the President, former Minister Salim Jreissati, the Director General of the Presidency of the Republic Dr. Antoine Choucair, and advisors, Brigadier General Paul Matar, Rafiq Shalala and Osama Khashab.
